Solution 1: Reinstall Visual C++:

Please try to download and reinstall the x86 and x64 versions of the multi-installer Visual C++ 2015, 2017 and 2019 Redistributables. 

Install Visual C ++ that supports applications in your system (e.g. Microsoft Office).

After installing Visual C ++, reboot the system and check  your oulook is working or not. If solution 1 can’t help you fix this problem, please try to solution as below:

Solution 2:Copy and replace the VCRUNTIME140_1.dll file from another computer

Please copy the VCRUNTIME140_1.dll file from another computer without the same error as yours and then paste it into the folder containing the VCRUNTIME140_1.dll file on your computer.

Solution 3: Install Windows Update

Windows update continues to releasing fixes and packages which could replace or update some of the DLL files on your system, and VCRUNTIME140_1.dll could be one of them.

Type Windows Update in the search box on your desktop, and click Check for updates from the result list.
