Google Photos has two options, High Quality and Original. Now if you upload via high quality option, the photo or video is compressed and then you can get free backup by doing unlimited uploads (now only till June 2021). If uploaded by the original option, the photo is uploaded in the same size as it is, so this photo will be counted in 15GB of Google account.

Free 15GB storage with Google Account will combine Gmail, Google Drive and now Google Photos. So if you use a lot of Gmail attachments or Google Drive you have a lot of files, then Google Photos is definitely not enough space. You can still get free unlimited backups till June 2021. The data will not be deleted after June 2021.
